Abstract: In recent years, the U.S. Navy has substantially enhanced its investment in mine warfare capabilities, including upgrading the existing air-dropped mine systems to expedite minefield deployment operations and developing next-generation smart mines capable of clandestine deployment via XLUUVs. These developments underscore the U.S. navy's strategic focus on asserting dominance over the undersea battlefield. A comprehensive analysis of U.S. technical roadmaps and operational concepts of mine equipment is critical not only for tracking advancements in military technology, but also for effectively addressing complex security challenges, enabling strategic foresight, and strengthening operational capabilities. Through systematic analysis of the U.S. Navy's defense budget, dedicated mine development program funding, macro-strategic drivers influencing budget formulation, and major mine equipement, this paper elucidates the dynamic relationship between national defense expenditures and mine equipment modernization. It further evaluates the strategic direction of mine development and its transformative impact on future naval combat paradigms, offering valuable comparative insights for the advancement of our mine warfare system.
